From Bedi’s Pen on Nov24th : It is only natural that a story on one’s tryst with a State and its people gets told in the State’s local community’s language too. It was Jarnail Singh’s romantic rendezvous with Manipur as its Chief Secretary from 2004 to 2008 that lead him to pen his memoirs — A Tryst with Manipur first in English language, after his retirement later as the Secretary to the Government of India for the Ministry of Development of North East & Border Regions.

Post retirement too Jarnail Singh had worked as Advisor (Infrastructure and Power) to the Chief Minister, Manipur (2012–2017) having earlier served as a Joint Secretary with four Prime Ministers from H.D. Deve Gowda to I.K. Gujral to Atal Bihari Vajpayee and finally with Dr Manmohan Singh handling multiple matters relating to various ministries and states through an uninterrupted eight-year-stint in the Prime Minister’s Office also among the longest in this exalted responsibility by any civil services officer.

Respecting that sentiment, Jarnail Singh — who has been one of the very few earliest PEC’s engineering graduate entrants to civil services in the IAS batch of 1974 of the erstwhile Manipur Tripura cadre’s translation of this book , (My Tryst With Manipur — A Memoir) in the Manipuri language has been released today by Prof. Naorem Lokendra Singh, Vice Chancellor of the Manipur University at a simple ceremony in the Court Hall of Manipur University, Imphal. The translation is the joint work of Kshetrimayum Santa & Dr. Ksh. Narayan Singh and published by the leading Kshetrimayum NS publishing house of Imphal.

Owing to COVID restrictions, Jarnail Singh himself too could participate in the release function through a virtual mode only. Jarnail Singh is also the author of another very insightful book, My Journey with Four Prime Ministers which was released last year in Delhi, with many of his PEC alums including this scribe attending that grand event.

For Jarnail’s Alma Mater and alumni members, in PEC’s centenary year it is another occasion to celebrate this moment for its distinguished alumni after his last released book as the institute stepped into its 100th year…! For Pecmates, Jarnail is the Kohinoor of the institute with an impeccable track record of growth — leaders the nation needs at its helm of affairs at all times..!
